with the president, house speaker john boehner says the white house is stone walling. >> when it comes to the fiscal cliff that's threatening our economy and threatening jobs, the white house is has wasted another week. >> reporter: this morning in his weekly address, president obama is holding a hard line on raising rates for the wealthy. >> and if we're serious about protecting middle-class families, then we're also going to have to ask the wealthiest americans to pay higher tax rates. that's one principle i won't compromise on. >> reporter: but how much higher could be the key. the top tax rate is set to rise from 35% to 39.6% on january 1st. when asked if a middle ground could be found, both boehner and biden showed some wiggle room. >> the top brackets have to go up. it's not a negotiable issue. theoretically we can negotiate how far up. >> reporter: at another local restaurant, the owner has seen enough of washington gridlock. >> i wish those lawmakers would get their [ bleep ] together and get it done and try to help everybody. it would be good if they could do it before the holidays are over

"the new york times" reporting gop leaders are considering extending tax cuts for the fiscal class to avert the fiscal cliff but if that is the case republicans are staying very tight lipped about it. joining me is senator ben carden from maryland a member of the budget committee and the committee on finance. good to have you here and you have said one thing you want from these talks is to show the markets and to show leaders, that leaders have the situation under control there, in your estimation, how would you say that's going so far? >> well predictability is very important. i think the first step is exactly what leader reid said. if we can get predictability on the taxable income below $250,000, everyone knows that's under current rates and also give us the additional revenue we need on that income above $250,000, it shows us that we are moving towards a balanced way to deal with the fiscal cliff. it would be an incredible lift, i think, to confidence in the markets. >> so with raising revenue

administration may be ready to include these in a fiscal cliff deal with republicans. whatever negotiations are taking place between the president and speaker john boehner, whatever each side is prepared to give up a a level of security. it's totally possible the white house actually has no intent on messing with medicare or social security benefits. but for the left the chatter is ominous. it's coming from well sourced reporters and we've been down this road before. the pursuit with john boehner in 2011, obama was willing. there's reason to suspect there's something to all this chatter. and the question then becomes why? why would obama who simply by doing nothing these next few weeks could get the tax hike on the wealthy he's been demanding without touching medicare and social security? why would he entertain such drastic changes to the safety net? most likely culprit is the dreaded debt ceiling. here's why. republicans came to these talks with no leverage. the consequences of doing nothing before the december 31st meeting were worse for them than democrats. they looked into 2013 and mayb

that are creating this issue and that can solve this issue. we need to not go over the fiscal cliff. we need to come to an agreement. and the president, i think, is working hard to get there. and very frankly, i think john boehner wants to get there. the issue is whether john boehner will have the support of a majority of his party, when and if, he gets there with the president. he had an agreement with the president over a year ago. that agreement fell apart, frankly, because he could not get the support of his own party. but it's necessary for us to come to a place where we will be able to adopt a fiscally sustainable, credible path for this country. that will give great confidence to the american people and will be, in my opinion, the single largest stimulus package that we could pass for the economy. >> congressman, let's talk a little bit about john boehner, because the deal he could have gotten last year was for republicans, at least, better. do you sense he could hold together his caucus? we are not getting a lot of readouts in terms of substance, but it sounds, quote, tense up there. >> as y
